Summary

 

Human Resources and Community Outreach Specialist

 

Our growing financial institution is looking for an individual to be the bank's primary contact for Human Resources and assist the team with community outreach efforts to support the company to be the community's bank of choice.

 

Serves as the bank’s primary contact for Human Resources. With support from corporate HR, works closely with management to recruit, train, and develop staff to support the bank’s culture of professional growth. Reinforces the bank as an employer of choice by recruiting the best and brightest applicants and works with team to establish successful training plans. Looks for opportunities to develop and promote a positive, productive, engaged workforce. Is responsible for all administrative tasks pertaining to HR department functions.

Assists team with community outreach efforts to support the company as the community’s bank of choice. Helps support general public relations by assisting with social media efforts. Helps strategize how to capitalize on bank sponsorships. Works closely with the President, Marketing Department and Branch Managers to identify community needs and opportunities for the bank to serve those needs. Includes regular assessment of community investment activities.

 

DUTIES AND RESPONSIBILITIES:

  • Maintains employee job descriptions. Develops job opening announcements for recruitment agencies, Department of Labor, advertising publications, social media and internal employee notification. Attends Career Fairs as needed.

  • Processes applications for potential candidates. May coach and support the hiring managers with interviews and reference checks. Completes background checks. Prepares new employee orientation materials and updates as needed. Participates in conducting new employee orientation. Completes benefits enrollment.

  • Works with Executive Management and community leaders to identify credit and service needs within the bank’s Community Reinvestment Act (CRA) assessment areas.

  • Works with bank Trainer to deliver training to staff regarding compliance requirements and the bank’s CRA plan to ensure awareness and understanding. Works with management to develop community outreach programs such as financial literacy training for non-profit organizations, students, senior citizens, and other appropriate groups. Works with marketing to promote bank’s community involvement through social media and other media outlets. Updates the CRA branch/public file as needed.

  • Works with bank Trainer to deliver training to staff regarding compliance requirements and the bank’s CRA plan to ensure awareness and understanding. Works with management to develop community outreach programs such as financial literacy training for non-profit organizations, students, senior citizens, and other appropriate groups. Works with marketing to promote bank’s community involvement through social media and other media outlets. Updates the CRA branch/public file as needed.

  • Maintains and distributes current employee information, policy, and procedure manuals and other communications. Helps all employees understand and utilize benefits and helps interpret human resource policies and procedures. Provides support to the payroll function by entering data related to salary increases, incentive payments and voluntary deductions. Tracks and communicates birthdays, anniversaries, and scheduled merit increases. Tracks manager execution of periodic employee reviews. Provides support for escalated employee relations and performance management. Conducts exit interviews, prepares and distributes to appropriate personnel. Maintains personnel files. Prepares reports as requested.

  • Ensure company compliance with FMLA, ADA, HIPAA, FMLA, FLSA and other federal, state and local laws. Maintain new hire, termination and transfer/promotion EEO logs and prepare annual EEO1 and veterans reports. Maintain up-to-date Affirmative Action Plan and prepare annual reports for analysis of Affirmative Action Plan. Ensures appropriate compliance posters are displayed in all physical office locations, including, but not limited to, five in one poster, state specific posters, veterans poster, etc.

  • Coordinates scheduling and notification of wellness activities; annual health screenings, bank fitness program, flu shots, etc. Other duties, projects, and administrative tasks as assigned

  • Must comply with all company policies and procedures and all applicable laws and regulations, including but not limited to, the Bank Secrecy Act, the Patriot Act, and the Office of Foreign Assets Control. Must complete the assigned online training courses and achieve a passing score by due date.

About You

QUALIFICATIONS:

  •             Human Resources or related experience required. Banking related experience preferred.
  • Degree in Human Resources or related field or equivalent combination of education and experience.

  • Good overall knowledge of how human resources, especially the legal aspects and training are effectively used and administered in the industry is necessary.

  • Experience and/or an interest in social media and public relations is a plus.

 

KNOWLEDGE, SKILL, ABILITY:

  •             Ability to communicate effectively with people both verbally and in writing (listens and understands problems and assist staff at all levels as             needed).
  • Good computer skills and a working knowledge of Microsoft Office products required.  Knowledge of employment laws such as, but not limited to FMLA, ADA, HIPAA, EEOC, FMLA, FLSA and other federal, state and local laws. Good problem-solving skills and ability to react quickly to arising problems is also required.

Must be able to operate routine office equipment including computer terminals and keyboards, telephones, copiers, facsimiles, and calculators. Must be able to routinely perform work on computer for an average of 6-8 hours per day, when necessary. Must be able to work extended hours or travel off site whenever required or requested by management. Must be capable of regular, reliable and timely attendance. Must be capable of climbing / descending stairs in an emergency situation.

Specific lifting abilities required by this job include: lifting up to 10 pounds occasionally and up to 30 pounds infrequently.

Specific vision abilities required by this job include: The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation/inspection of machines and/or using measurement devices at distances close to the eyes.

WORKING CONDITIONS: Must be able to routinely perform work indoors in climate-controlled shared work area with minimal noise.

Mental and/or Emotional Requirements: Must be able to perform job functions independently or with limited supervision and work effectively either on own or as part of a team. Must be able to read and carry out various written instructions and follow oral instructions. Must be able to speak clearly and deliver information in a logical and understandable sequence. Must be capable of dealing calmly and professionally with numerous different personalities from diverse cultures at various levels within and outside of the organization and demonstrate highest levels of customer service and discretion when dealing with the public. Must be able to perform responsibilities with composure under the stress of deadlines / requirements for extreme accuracy and quality and/or fast pace. Must be able to effectively handle multiple, simultaneous, and changing priorities. Must be capable of exercising highest level of discretion on both internal and external confidential matters.
